The GP Practice Group met to discuss a number of key issues currently affecting general practice.

The General Practice Group met on 14 May 2025 to discuss a range of issues impacting GPs across WA, including the Medicare bulk billing incentive model, firearm assessments, and continuity of care between EDs and general practice.

  • Medicare and Bulk Billing
    Members expressed deep concern about the new bulk billing incentives taking effect in November, warning about the growing pressure toward shorter consultations, underfunding procedural and antenatal care, and worsening inequities, particularly for female GPs. There was agreement the model could push general practice toward a two-tiered system, similar to the UK’s NHS. A revised member poll will soon be distributed to capture views, including questions about billing models, regional differences, and early retirement intentions.

  • Firearm Health Assessments

    The group discussed operational and ethical concerns with the WA Firearm Authority’s new assessment process, especially for rural doctors, who serve nearly half the State’s firearm owners. The online platform’s security and identification requirements were flagged as problematic, potentially deterring patients from seeking care. The AMA (WA) will advocate for practical solutions, including postal submissions and the use of provider numbers instead of Ahpra details.

  • Continuity of Care from Emergency Departments

    Concerns were raised about the limited access to ED telehealth via HealthDirect and the lack of structured follow-up to GPs. While discharge summaries are sent to nominated GPs, members called for automatic uploads to My Health Record to improve continuity of care and reduce duplication.

  • Doctors’ Health Advisory Service (WA)
    An update was provided on the Doctors Health Advisory Service, which offers a 24/7 GP-staffed advice line and fast-tracked access to a trusted network of GPs, psychologists, and psychiatrists. New state funding will expand the GP network under the Doctors Access Project and is actively recruiting GPs, particularly in regional and rural areas. Participating doctors receive CPD training and access to 24/7 clinical support, and group members were encouraged to join the initiative.

  • SAT Report Payments
    The issue of unpaid State Administrative Tribunal (SAT) reports remains on the agenda. The AMA (WA) is continuing its advocacy, including through recent engagement with the new Attorney General, and will keep pressing for proper recognition of this work.

  • Care Plan Regulations
    Recent care plan reforms have reduced administrative burdens, but concerns remain over whether the proposed $150 rebate adequately reflects the work involved. The AMA (WA) will continue to monitor the rollout and advocate for sustainable funding to support comprehensive patient care.
